变更核查 v1.0.0
适用：demo 环境、files 1.0.0。诊断工具只读已登记变更；审批与演练执行由业务后台独立控制，读取规程不等于取得执行授权。
get_recent_changes 查看变更时间、字段、新旧值和记录状态；get_asset 核对适用版本；get_dependencies 展示可能相关的资产。 用 query_metrics 和 search_logs 对齐时间，并明确“先后发生”不构成“因果已证实”。缺少变更前观测时不能计算变化百分比。
需要证据：变更记录 ID、时间、字段、版本，以及同窗观测 ID。可用 read_evidence 补取原文。
结束：给出待人工确认的影响假设与验证步骤。不申请或声称已获得批准，不执行回滚。
示例：并发从 4 改为 2，消费吞吐同时下降，可建议核查该变化；下游延迟也应作为另一解释保留。
