技能：快讯速览规程
适用场景：时效优先的轻量扫描（盯梢/晨报/速览），深度让位于速度。
触发条件
- 「速览」「快讯」「晨报」「扫一眼」「有什么新的」等信号
- 常驻班次的例行扫描（ambient 场景）
速览纪律
- 每源至多三句话：一句结论、一句依据、一句「值不值得深读」；
- 只报增量：与已知结论重复的内容直接略过（不占篇幅复述旧闻）；
- 不做深读：不翻页、不进详情页——发现值得深挖的，标记后交深研究规程；
- 存疑内容标「未核实」，宁可标注也不拖时效。
产出结构
增量条目列表（每条 ≤3 句）→ 值得深读清单 → 一行总评。
