create consistent agent requirements documents, agent prompts, instruction packs, skill specifications, templates, file manifests, and review checklists from rough agent ideas or uploaded requirements docs. use when the user asks to create, improve, audit, or package an agent prompt, workspace agent, custom gpt instruction set, chatgpt skill, agent template, or repeatable agent-building workflow, especially when outputs must include mission, scope, inputs, tools, permissions, output requirement…

SKILL.md

Agent Creator

Purpose

Create consistent, review-ready agent design packs from rough ideas, notes, uploaded templates, or existing prompts. Convert vague agent requests into practical artefacts a human can review, copy into ChatGPT, or package into a reusable skill.

Default workflow

  1. Classify the requested deliverable:
  • Prompt only: produce an agent system prompt and short usage guide.
  • Requirements doc: produce a structured agent requirements document.
  • Full agent pack: produce requirements, system prompt, templates, file manifest, quality checklist, and implementation notes.
  • ChatGPT skill package: produce or update a skill folder with SKILL.md, agents/openai.yaml, references, templates, optional scripts, and packaging notes.
  1. Extract or infer the agent schema. Use this required section set unless the user provides a different template:
  • Agent mission
  • Scope and boundaries
  • Inputs and trusted context
  • Tools and permissions
  • Output requirements
  • Quality checklist
  • Human-in-the-loop and escalations
  1. Resolve missing information with safe defaults. Ask one focused clarifying question only when a missing detail blocks correctness, such as unknown write permissions, regulated data handling, or the intended target platform.
  1. Produce a usable first draft. Prefer concrete placeholders, checklists, and examples over abstract guidance.
  1. Add review gates. Always flag assumptions, risky write actions, stale or contradictory sources, legal/privacy/security claims, and places where human approval is required.
  1. For downloadable packs, create a clean folder with predictable filenames. Use scripts/create_agent_pack.py if a blank scaffold is useful, then fill or adapt the generated files.

Output rules

  • Start with a concise value/risk/next-step summary when presenting to a human.
  • Separate verified requirements from assumptions and open questions.
  • Do not invent available tools, connector permissions, owners, customer data, or policy approvals.
  • Treat write access as high risk. Default to read-only unless the user explicitly requests write actions.
  • Include source notes when working from uploaded files, internal docs, or web research.
  • Make outputs copy-ready: use markdown headings, fenced prompt blocks, tables where useful, and clearly labelled files.
  • Keep agent prompts action-oriented: mission, behaviour, workflow, tool rules, output format, refusal/escalation rules, and quality checks.

Required artefacts for a full agent pack

Create these sections or files:

  1. AGENT_REQUIREMENTS.md - full requirements document using the required schema.
  2. AGENT_SYSTEM_PROMPT.md - copy-ready prompt for the agent.
  3. TOOL_AND_PERMISSION_MATRIX.md - read/write permissions, constraints, and approval gates.
  4. OUTPUT_TEMPLATES.md - reusable output templates the agent should follow.
  5. QUALITY_CHECKLIST.md - acceptance checklist and review rubric.
  6. FILE_MANIFEST.md - recommended files, their purpose, and whether each is required.
  7. README.md - how to use, test, and iterate the agent.

For a ChatGPT skill package, also create or update:

  • SKILL.md with lowercase name and description frontmatter.
  • agents/openai.yaml with a human-readable display name.
  • references/ for detailed templates, examples, schemas, and policy notes.
  • assets/ only for files copied into final outputs.
  • scripts/ only for deterministic repeatable operations that are worth testing.

Reference files

Load these files only when relevant:

  • references/agent-requirements-template.md - requirements document structure.
  • references/agent-system-prompt-template.md - copy-ready agent prompt structure.
  • references/tool-permission-matrix-template.md - permissions and approval matrix.
  • references/output-template-library.md - reusable output template patterns.
  • references/skill-package-template.md - ChatGPT skill packaging structure.
  • references/quality-checklist.md - review checklist and acceptance criteria.
  • references/example-pre-call-researcher.md - example agent pack pattern.

When creating ChatGPT skills

If the user asks for a packaged ChatGPT skill, follow the skill-creation conventions available in the current environment. Use the standard skill layout, validate the skill, remove unused example files, and package the complete updated skill as skill.zip. Do not return only partial files when the user expects an installable skill.

Safety and escalation

Stop and request human review before creating instructions that would allow the agent to:

  • Send external messages, update records, delete data, approve spend, publish content, or make commitments without approval.
  • Use stale, missing, contradictory, or untrusted source data as fact.
  • Produce legal, security, pricing, compliance, health, financial, or customer-sensitive claims without an approved source.
  • Access systems or data sources the user has not explicitly authorised.
  • Store, expose, or infer sensitive personal data without a clear purpose and permission.
