Input Schema
Process
Step 1: Parking Management
- Inventory parking assets: surface, structured, reserved, visitor, ADA-compliant count
- Verify parking ratio compliance with lease requirements and zoning code
- Administer permit system: issuance, tracking, renewals, transfers
- Monitor utilization: peak occupancy counts by day/time, underused areas
- Enforce violations: warning, ticket, tow escalation protocol
- Manage revenue parking: rate benchmarking, operator oversight, revenue reconciliation
- Maintain signage, striping, lighting, and surface condition
- ADA compliance: correct number of accessible spaces, van-accessible, signage, access aisle width
Step 1b: Parking Revenue Optimization
- Dynamic pricing methodology
- Define occupancy-based rate tiers: Tier 1 (<60% occupancy) baseline rate, Tier 2 (60-80%) standard rate, Tier 3 (80-90%) premium rate, Tier 4 (>90%) surge rate
- Event pricing: identify local event calendar (sports, concerts, conventions) and set event-day rates at 2-4x standard transient rate
- Monthly vs. transient mix optimization: model revenue under different allocation splits (e.g., 70/30 monthly/transient vs. 50/50) -- monthly provides stable base, transient captures upside but carries vacancy risk
- Time-of-day pricing for transient: peak (7-10am, 4-7pm), off-peak, evening/weekend rates
- Seasonal adjustments: higher rates Q2-Q3 for office, holiday season for retail-adjacent
- Revenue benchmarking (see parking-revenue-guide.md)
- Revenue per space per month by market tier:
- Urban core / CBD: $175-250/month
- Urban non-CBD: $125-175/month
- Suburban Class A: $100-150/month
- Suburban Class B/C: $75-100/month
- Revenue per space by property type: office (highest utilization weekday), retail (evenings/weekends), mixed-use (balanced), residential (overnight premium)
- Total parking revenue as % of gross property revenue (target: 3-8% for office, 1-3% for retail)
- RevPASM (Revenue Per Available Space Month) as primary KPI
- Operator oversight framework
- Contract terms audit: management fee structure (% of gross revenue vs. flat fee), maintenance responsibility allocation, capital improvement obligations, insurance requirements, reporting frequency
- Revenue reconciliation: monthly reconciliation of operator-reported revenue against independent validation (gate counts, permit records, payment processor reports)
- Audit rights: exercise annual audit right per contract -- compare reported transactions to actual gate/payment data, verify expense pass-throughs, confirm staffing levels
- Performance benchmarking: compare operator performance to market peers on RevPASM, operating expense ratio, and customer satisfaction
- Allocation optimization
- Reserved vs. unreserved ratio: start at 60/40 reserved/unreserved for office, adjust based on utilization data (if reserved spaces sit empty >30% of time, convert to unreserved at lower rate but higher utilization)
- Tandem parking: viable for monthly permit holders with predictable schedules, increases effective capacity 15-25%, requires valet or self-park coordination
- Valet operations: evaluate for garages with tight geometry or high-value tenants, typical premium $3-5/day over self-park, requires insurance and staffing analysis
- EV charging premium: install Level 2 chargers at 5-10% of spaces (scaling to 15-20%), charge $0.15-0.30/kWh markup plus parking rate, evaluate demand-based pricing by time of day
- Revenue forecasting
- Tie parking revenue projections to building occupancy and lease-up schedule
- Model monthly permit absorption at 1.2-1.5 permits per 1,000 SF of occupied office space
- Forecast transient revenue using historical utilization curves adjusted for occupancy changes
- Stress test: revenue impact of 10%, 20%, 30% occupancy decline scenarios
- Capital planning: surface reseal/restripe cycle (3-5 years), structural garage maintenance reserve ($0.15-0.25/SF/year), equipment replacement (gates, PARCS, lighting)
Step 2: Common Area Inspection
- Conduct scheduled property walk (weekly for Class A, bi-weekly for Class B/C)
- Score each zone using standardized rubric (see inspection-scoring-templates.yaml):
- Lobby/reception: flooring, walls, furniture, lighting, temperature, signage
- Elevators: cab condition, operation, indicators, cleanliness
- Restrooms: fixtures, cleanliness, supplies, odor, lighting
- Stairwells: lighting, handrails, cleanliness, signage, fire doors
- Corridors: flooring, walls, ceiling tiles, lighting, clutter
- Loading dock: cleanliness, door operation, safety markings
- Exterior: facade, windows, sidewalks, landscaping, signage
- Parking: surface, striping, lighting, signage, curbs
- Mechanical rooms: access, labeling, cleanliness, leak detection
- Roof: membrane condition, drains, equipment screens, fall protection
- Photograph deficiencies with date stamp
- Generate work orders for items scoring below threshold (3 or lower on 1-5 scale)
- Track trend: compare scores month-over-month, identify deteriorating areas
- Share results with ownership on monthly reporting cycle
Step 3: Landscaping Oversight
- Maintain seasonal maintenance calendar:
- Spring: cleanup, mulching, planting, irrigation startup, fertilization
- Summer: mowing (weekly), pruning, irrigation management, pest control
- Fall: leaf removal, aeration, overseeding, irrigation winterization
- Winter: snow/ice management, dormant pruning, holiday decor
- Score landscaping condition quarterly using rubric (see inspection-scoring-templates.yaml)
- Review contractor performance against scope of work specifications
- Monitor water usage and irrigation system efficiency
- Track tree health and schedule arborist inspections for mature specimens
- Budget landscape capital improvements: replacements, hardscape repairs, irrigation upgrades
- Ensure compliance with local water restrictions and landscape ordinances
Step 4: Janitorial Quality Assessment
- Define cleaning specifications by area type:
- Restrooms: daily deep clean, twice-daily touchpoint sanitization
- Lobby: daily floor care, dust/wipe, glass cleaning
- Elevators: daily cab wipe-down, floor care, panel cleaning
- Office common: nightly trash, vacuum, dust
- Parking structure: monthly power wash, daily trash patrol
- Conduct unannounced quality inspections using scoring rubric
- Score by zone and category (see inspection-scoring-templates.yaml)
- Review staffing levels against industry benchmarks (cleanable SF per FTE)
- Track supply inventory and consumption rates
- Manage specialty cleaning schedule: carpet extraction, floor wax, window washing
- Issue vendor scorecards monthly with trend analysis
Step 5: Work Order Aging & Analysis
- Pull work order report from building management system
- Classify by category: HVAC, plumbing, electrical, structural, cosmetic, life safety
- Calculate response metrics:
- Average time to acknowledge (target: < 4 hours)
- Average time to complete by priority (emergency: < 4 hrs, urgent: < 24 hrs, routine: < 5 days)
- First-time fix rate (target: > 80%)
- Backlog: open orders aged > 7 days
- Identify recurring issues by location, system, or tenant (repeat callers)
- Analyze preventive vs. reactive ratio (target: 60% preventive / 40% reactive)
- Estimate deferred maintenance liability from aged open orders
- Generate aging report: 0-7 days, 8-14 days, 15-30 days, 30+ days
- Recommend capital projects for chronically failing systems
Step 6: Tenant Satisfaction Survey
- Design survey instrument (see tenant-satisfaction-framework.md):
- 15 questions across 5 categories
- Maintenance responsiveness
- Cleanliness and appearance
- Communication and management
- Amenities and services
- Value and overall satisfaction
- Administer annually (Q1 preferred) with option for pulse surveys after major events
- Achieve minimum 40% response rate for statistical validity
- Calculate category scores and overall NPS
- Benchmark against BOMA Experience Exchange or similar
- Identify top 3 improvement priorities from results
- Create action plan with timeline and ownership
- Communicate results and action plan to tenants (close the feedback loop)
Step 7: After-Hours Call Review
- Pull after-hours call log for review period
- Classify calls: emergency (life safety, flood, fire, security), urgent (HVAC failure, lock-out, elevator entrapment), routine (noise complaint, parking, general inquiry)
- Evaluate response times against SLA:
- Emergency: on-site within 30 minutes
- Urgent: response within 1 hour, resolution within 4 hours
- Routine: logged for next business day
- Identify patterns: recurring issues, specific tenants, time-of-day clusters
- Review contractor response quality and timeliness
- Calculate after-hours cost: overtime labor, emergency contractor markups, materials
- Recommend operational changes to reduce after-hours volume (preventive maintenance, tenant education)
Step 8: Directory & Tenant Coordination
- Maintain current building directory: lobby, elevator, floor, suite signage
- Coordinate tenant move-in process:
- Insurance certificate collection (before move-in)
- Building rules and regulations acknowledgment
- Key/access card issuance and programming
- Parking permit assignment
- Directory update
- Welcome package delivery
- Introduction to building staff
- Coordinate tenant move-out process:
- Move-out inspection scheduling
