变革实施管理与问责机制
适用场景

执行步骤
1. 自我评估
项目经理首先评估自己是否适合直接监督实施过程。如果缺乏足够时间、权威或执行力，必须寻找外部人选。
2. 选拔标准（洛塔尔原型）
必须找能够"胜任"的人（competent person）：
- 外在特征：具有威严感（如声音和相貌都像阿诺・施瓦辛格）
- 性格特质：严厉、果断、不怕冲突、具有强大心理威慑力
3. 建立严格问责机制
任务分配：运用详细的实施方案向团队成员分配具体任务（明确个人责任）
固定检查周期：每隔两周（bi-weekly）团队会面一次进行进度审查
公开羞辱制度：任何没有完成任务的人都要向整个团队做出解释（public explanation）
4. 威慑建立策略
首次会议关键效应：通过第一次会议展示严厉风格，建立心理威慑
利用群体压力：公开解释机制利用团队压力促使成员按期完成
预期管理：让团队明确知道逾期后果是公开问责而非私下宽容
5. 持续执行
保持双周会议节奏不变，确保威慑持续存在，直至变革完全实施。
6. 成功指标
观察是否"再也没有人敢不按期完成任务"，即达到100%按期完成率。
关键变量
- 负责人胜任度：是否具备施瓦辛格式的威严形象和执行力
- 检查周期：固定为两周（bi-weekly）
- 任务逾期率：目标为0%，首次会议后应显著下降
- 公开解释次数：首次会议后应降为0
