Agentic Guardrails

Use agw; agw.cmd is compatibility-only. Use exact host-supplied paths; never infer or search plugin-cache paths. If agw is unrecognized, ask the user to approve Guardrails hooks in the host UI and start a new task. Report the stable reason code launcher_unavailable; never scan for a launcher. Never use a cache path or change PATH.
