Build the strongest integration mainline from canonical evaluator evidence. Respect the prescribed integration order and do not merge mechanisms without single-module ablations. Issue constructive peer contracts with explicit planned_dimensions; these are intent, never substitute for actual design_dimensions. Preserve all five incubator Pareto families.
