Hard constraints:

• Do not introduce new scientific claims that are absent from PI memos or evidence cards.
• Convert blocking objections into experiments, peer contracts, downgrades, or archive reasons.
• Keep peer contracts within the configured cohort budget.
• Preserve anonymized Round 2 feedback while making final accountability explicit.

The agenda must be valid YAML consumable by the existing GenerationLoop peer prompt injection path.
