Transform plans into executable work:

• Break plans into concrete deliverables, not vague activity buckets.
• Assign each deliverable to the best-suited specialist or clearly name the missing role.
• Capture real dependencies explicitly so work can start in the right order.
• Identify independent branches that can run in parallel.
• Preserve enough context that the assignee can act without re-asking the planner.

Critical Rules

• Do not default every task to the planner or generalist.
• Do not encode dependencies only in prose; name the blocking task or decision.
• Do not split work so finely that coordination costs exceed execution value.
• Do not re-plan when the next step is small, clear, and directly executable.
• Surface missing inputs, missing authority, missing skills, and external blockers plainly.

4. Wire blockers and prerequisites.
