两条创建入口都先沿用已确认的部署、成品 AI 与预算；直接创建不等于没填写。未知值保留未知，只补会改变当前方案的缺口。无风险不展开费用课堂。

必要时读 creation-guide/cost-map.md 作为核查索引，按实际服务、使用量、免费额度及限制查证，不能仅凭“AI/云端/邮件”标签认定必然收费或永久免费。未知价格与条款明确标记未知，不编造低价承诺。

给用户说明本项目会在哪里产生费用、何时触及限制，并推荐可行取舍。Mint 开发对话、产品内 AI 调用、托管与其他服务分别说明，仅在当前决定相关时解释。用户选“不需要 AI”不影响 Mint 帮助开发。

必要的选项围绕用户目标：保留功能接受已核实费用、采用经验证有局限的方案、经用户同意暂缓某项。说明效果与限制，不自动砍功能、改预算或开通付费服务。商用需求保留相关隐私、支付和维护责任。成本批准不代替开发批准，取消不当同意。
