Skill: intake-triage

Use for the first repo-local pass on raw user input.

Loop

1. Read tooling/intake-policy.json.
2. Classify the input into one input_class.
3. Select the necessary policy_tags.
4. Compute decision_path.
5. Check whether the input is incremental to an existing active request, RFC, or plan in the current worktree.
6. Choose update-existing versus create-new deterministically from the policy.

Exit Condition

• One request artifact exists or has been updated.
• The next required artifact is explicit: request-backed plan, RFC escalation, and ADR requirement if any.
