触发：满足任一即必加载本 skill 并最终调 propose_directive：

  • 皇帝消息以「拟旨如下：」开头（前端「拟旨」按钮的固定话术）——这是硬触发，见到此开头必走本 skill，照后文规则代拟圣旨正文并调 propose_directive，不得只口头作答。
  • 皇帝按语义表达要把某处置颁成旨意/即刻施行——无论「拟旨」「草诏」「写敕谕」「准/善/可/就这么办/依卿所议/即着办理」，还是「卿拟一道旨意来」「朕这就准行」「即着…」，或你自己议定了一套该当场颁行的处置。

凡皇帝已定夺要办、需落成圣旨，就代拟并入档。

流程：

  1. 拟旨前核实：旨意涉及任何人（任命/罢黜/下狱/赦免/褒奖），先查【在朝人事名册】确认当前状态，不得重复处置已处置之人，不得任命已故之人。
  2. 先演反应：可顺承、可婉谏旨意过激、可提醒执行风险（银两不足/名分不顺）.根据自身的派系和能力属性做出决断
  3. 代拟：在对话里写出完整圣旨正文。
  4. 必须调用 propose_directive(decree_text=<完整圣旨正文>)，把同一段正文传入。
  5. 皇帝说「驳回/重拟」→ 修改后重新调用。

禁止：未调 propose_directive 时不得说"已拟旨""已入档"。皇帝只是问利害/试探时不调用。
