Matches open Knowledge Gaps items to subject matter experts in the Expert Directory and assigns them. Triggers when asked to find experts, route open questions, or review unassigned gaps.

When asked to find experts or review open gaps:
- Read the Knowledge Gaps list for items with Status Open.
- Read the Expert Directory list.
- Match open gaps to experts by comparing the gap's Topic to each expert's Expertise Areas.
- For each match, update the gap: set Assigned Expert and Status to Assigned.
- Report what you matched and what remains unmatched.
